Final Public Notice for project within floodplain

FINAL PUBLIC NOTICE

The Federal Emergency Management Agency (FEMA) has received the subgrant application for the City of Wauchula’s Wastewater Treatment Plant repair due to damages in Hurricane Irma (DR-4337-FL PW 06293). Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA’s intent to provide funding for this project under the Public Assistance (PA) Program.

An initial disaster-wide Public Notice was published October 6, 2017 for Hurricane Irma. Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project-specific final notice for FEMA’s funding action located within the floodplain.

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

Location of Proposed Work: 155 Griffin Road Wauchula, Florida 33873 (27.54773, -81.79853)

Floodplain: Project is located in the AE Zone, otherwise known as the area of 1% annual chance of flooding up to the Base Flood Elevation of 60 FT NAVD, per Hardee County FIRM Panels #12049C0191D dated 11/6/2013.

Proposed Work and Purpose: The City of Wauchula replaced pumps, electrical components, and roof shingles as a result of Hurricane Irma. The facilities were restored to predisaster condition. Flood hazard minimization has been accomplished through a citywide drainage improvement project that took place in January of 2019. The components that were replaced are elevated or are part of a larger structure that is elevated above the Base Flood Elevation.

Project Alternatives: The alternative that has been considered is the no-action alternative. The no-action alternative is not feasible as this facility is critical to the treatment of wastewater and taking no action would adversely affect the community. Alternate locations were not considered as moving the facility would be economically impracticable.
